Statistical Report 2013 - Transformation and development

Copertina This year the Statistical Report is dedicated to the theme of transportation and development seen as the necessary, and perhaps even obligatory, steps for exiting the crisis that is gripping the global economy and which is also weighing heavily on the productive and social fabric of our region.
Transformation is a concept which refers to adaption to new habitats, new contexts and new lifestyles, and implies not so much a revolution, or a radical overturning of the values and prospects cultivated so far, but rather the search for a renewal, a more efficient equilibrium between the ever-changing factors that animate our society and our economy.
Upon further thought, change is actually a ‘natural’ condition of society: even historic moments which seem apparently more stable and unalterable are also peppered with evolving trends that, in the long run, gave rise to a real metamorphosis of the entire community’s way of being and thinking.
This tendency towards change must be interpreted and taken advantage of, making use of the processed data and analysis contained in this volume as a magnifying glass, showing a Veneto still well placed compared to other Italian and European Regions.
Veneto cannot afford to miss the opportunity to invest in the strengths of excellence that have always distinguished it, such as creativity, innovation, self-sacrifice and enterprise.
To achieve such result it will be necessary to break away from past models that are now obsolete. The change may be painful but it will be healthy in the long run, as Winston Churchill said, ‘To improve is to change; to be perfect is to change often’.

Reaching the tenth edition of the Regional Statistical Report is an important achievement for a publication that, since its first appearance, has been aimed at investigating the structural and economic dynamics of all regional sectors in an objective and documented manner. Such an anniversary is marked, so to speak, by the choice of the main theme, ‘Transformation and Development’.
In fact, over the past ten years, Veneto has changed significantly in a social, economic and cultural context, both nationally and internationally. Just think of the phenomena which up until ten years ago were only in their embryonic stage but now affect our daily lives: the development of new technologies, the globalisation of production and consumption and, ultimately, the economic crisis which we are all experiencing.
In the light of the analysis contained in this volume, it can be said that the Veneto model, though affected by the difficult economic climate, is demonstrating strong resilience, mainly attributable to the ability of its citizens, businesses and institutions to face the unprecedented challenges of the modern world, in a competitive and proactive manner.
Moreover, regarding the theme of this year’s Report, ‘transformation’ is the essential tool for evolving and grasping new trends and ‘development’ continues to be Veneto’s ultimate goal which, by centring on the knowledge of its own roots, is required to find innovative solutions and new equilibriums for collective and individual well-being.
Once again, the Statistical Report is a useful map of the current situation of our region and its prospects, available to the entire Veneto community in its various components.

In the current global context distinguished by a deep economic crisis, it is essential that all those involved in local life, especially Public Administrations, are committed to maximising untapped potential, betting on the efficiency and productivity of processes, products and duties.
In fact, in an increasingly knowledge-based society, having objective, reliable and timely information is a unique advantage over competitors; this also applies to the public bodies of a community, such as States, Regions and municipalities, from the moment that the territorial attractiveness becomes an important driver of local development.
Knowing how to organise, structure and update the significant amount of information handled by the Region for managerial purposes and using it for programming and controlling public policies is therefore a challenge that is particularly strategic in this historical moment, allowing the use of a wealth of knowledge at low cost, including through modern technologies.
In this sense, the creation and conduct of modern computer systems is a crucial medium for the process of improving the efficiency of the regional machine, proven once again by this edition of the Statistical Report, a useful tool for further study and analysis of our times – available in English and Italian and in hypertext format on the Regional Administration website (http://www.regione.veneto.it/web/statistica/).
